A Cllr owns and runs a business on the same street as a Council owned hall.  The business premises is available for private hire, events and the like.  The Council owned hall can also be hired for functions and events and contains a licensed bar.

When the Council discussed granting a lease to a local charity to manage the hall, should the Cllr have requested a dispensation before taking part in the debate as the two premises could be considered in competition?

Only the person in question can determine if they believe they may have an “interest.”

If someone else thinks there may have been a failure to disclose an interest they can submit details to MO which is the only ‘authority’ to adjudicate.
