Is it acceptable for the RFO to report on the PC's financial affairs at the parish meeting?

It's important to remember that parish meetings are meetings of electors and not a meeting of the council but of course a report on the council's financial affairs is very appropriate.  Our Chair delivers a report which includes a financial report but that section is prepared by the clerk/rfo at the request of the Chair.

To be encouraged I'd say!

We can't even get any credible information from the RFO for a 'normal' PC meeting let alone one that is meant to inform the general public.

Your RFO is surely best placed to answer questions (or should be) related to Council finances. On a practical level its often good to have someone else speaking rather than a single voice droning on reading report after report at APMs as Chairs often ended up reading endless written reports submitted with apologies as it is.
