At the annual meeting of the council can a councillor propose them self to be chairman and hope it is seconded the clerk has told us a councillor must get another councillor to propose them on the night

First step check out your standing orders to see what is there regarding procedures for council election of chairs. Regardless of what anyone suggests it is what the council has deemed in the S/O is to happen.

Some battles are simply not worth fighting…

The aspiring chairperson should hope that at least 1 other person would vote for them so ask that person to propose them.
That’s that problem solved - all they would then have to worry about is if they can get a majority.
They can of course vote for themself and they don’t have to declare an interest nor leave the room.
