Our town council seem to have already chosen who is goinG to be Mayor next year. The clerk is already telling the residents. My question is, can members of the public vote if they attend? I don’t believe so but it was suggested to me

No.  the Mayor simply another title for Chair of the council; usually voted on (by the council) at the Annual Town Council meeting although some councils do have a succession type appointment with the Mayor identified earlier in the year and a formal ceremony (called Mayor making) when the new Mayor takes over.
