For the chairman is this correct or can a councillor propose himself on the night

I have seen instances where a person proposes themself (which was deemed in order). Ultimately you need a motion that is proposed & seconded (and resolved by a majority) to elect a chair for the upcoming civic year and that needs to come from the floor from any elected member in the usual way. Some Town Councils have a Mayoral Cycle (whereby determined in advance the next x mayors) but not clear whether these policies actually binding (suspect they are not).

The best chance of a meaningful response is to pose a precise and clearly defined question.
As it stands, the only response possible is to point out that it doesn’t really matter what your clerk is “telling” Cllrs.
If the clerk is talking nonsense or, as you seem to intimate, seeks to impose unwelcome process upon a council, the council (or individual Cllrs) are perfectly at liberty to:

(a) ask the clerk to validate their advice with an authoritative reference

(b) acknowledge that the advice is received and understood - and then either adopted / implemented or that it is dismissed

(c) remind the clerk (via the appropriate channels) that they serve not direct the council.

The anonymous ones in relation to a comment which is unarguably true and accurate, albeit unwelcome, really are the sweetest - double ):0)
You are the first to be critical of an unclear question yet your responses are unhelpful, bullying in tone and reflect the reason why civility and respect are so lacking in some councils.  People ask questions because they are looking for guidance not further insight into your contempt for those trying to give something back to their communities.
DBW, YOUR response could be viewed as abject hypocrisy.

Being critical is not a crime. Being a hypocrite though - well that’s quite a different matter.

The response was as clear as possible under the circumstances - and is unquestionably accurate - given the information available. That is just about the DEFINITION of a helpful response - you may not LIKE it, but that doesn’t change the accuracy of the answer.
If you see it differently please feel free to offer a correction or counter point rather than just DOING what you seem to think is unacceptable.
