A Town Councillor is standing as a Ward Councillor. Can they use what they do as a TC to promote themselves?

Various items are being posted on their 'Ward Councillor Facebook page' promoting the work they (or the Town Council generally) are / have done.

Is there a conflict here? Especially during purdah.

No conflict.  A candidate can post whatever they like to promote themselves for an election.  Purdah only applies to councils (as a corporate body).  So the town council shouldn't be seen to be doing anything that is likely to promote or otherwise any candidate for a local council election.
