What are the current regulations relating to online meetings of a Parish Council

This depends upon where you are based.  In England, a parish or town council cannot hold a valid council meeting online as councillors are not considered to be in attendance other than physically in a meeting room together.    However, there is nothing to stop members of the public observing a meeting online so live streaming is quite possible and I have heard of meetings observed by councillors online too if they can't attend a meeting but they're not recorded as being in attendance and can't vote or speak as a councillor.

There's nothing to prevent an informal gathering online such as a task and finish group but they can't make decisions and the meeting/gathering isn't counted as a meeting as such.
