Councils who own, for example, a cemetery, allotments, a car parkā€¦do they pay business rates? Do they qualify for any relief? Are they exempt from business rates?

Would have thought a quick visit to the local rating section of the LA would answer your question where listings can be viewed with details. It is a difficult question which will be dependant on the Councils "ownership" of the building or land.  Via a charity for example.

Also a quick look at the PC's accounts will reveal whether they have to pay or have historically paid .

Yes we do on 3 sites - cemetery, pavilion and field and parish office.  I think there is a small business allowance if you only have an office.
