Look in your standing orders.  As a general rule, voting is by show of hands but sometimes a council will have amended their standing orders to allow for a ballot in certain circumstances (not generally considered good practice).

There is also the opportunity for any Cllr to request a 'named vote' where the name of each Cllr voting is recorded to show whether they voted for, against or abstained.
As with the ballot, this is neither good, bad nor in=between 'practice' it is just what is available and it is at the option of any Cllr that wishes to request it.
No reference to support your assertion then DBW....?
