If an Officer puts an item on the agenda from which they would personally benefit, such as a request for the Council to fund a training course they had recently enrolled on, would the Officer have to request a dispensation before contributing to the debate?

The Council has a dispensation policy but it does not refer to Officers.  Perhaps the policy should be updated to include Officers or anyone who tables a motion.

No. The staff are employees of the Council and can be reffered to the staffing committee and of course they have annual appraisals.

Employees shouldn’t be unilaterally entering items onto an agenda nor should they, unless invited to submit a report, contribute to a debate.
They are an employee not an elected representative.
