To change the order of business on the agenda

The agenda is a proposed list of business to be visited. The order is not cast in stone and it may well be that an item has to be changed in order of being dealt with as it may have a relation to another decision item that has a bearing on it. The chair who's only job is to chair the meetings of the council I would argue, has the power to change the order of the meeting items.

If you are using the model standing orders, the very first line reads "Motions on the agenda shall be considered in the order that they appear unless the order is changed at the discretion of the chairman of the meeting."

Yes that right that’s what written but no10 motions at a meeting that do not require written notice (vi) to change order of business on the agenda I was wondering if that meant the chair could get the councils permission way of a motion on the night meaning he would need to get a vote before moving the agenda item

The chair may amend the order of business but the point you raise is a good one - unilaterally or by a vote of the PC?

In what circumstance might it matter is less easy to imagine…

We occasionally change to order of meetings and as a rule the chairman proposes the change of order and it is seconded and usually unanimously approved.
We normally do this to discuss an item earlier in a meeting, if it has gained significant comments during public participation.  This is so those members of the public interested are not held around any longer than nessasary as we are all well aware much content in meetings whilst open to the public, can be very very boring!
