A decision has been made by a local council to close one set of toilets in the twin towns. The businesses and local do not agree with the toilets chosen to close due to their location in a car park rather than the ones in the Town centre and the fact the ones picked to remain are not as disabled friendly to get to. We are told that the decision is irreversible unless 8 councillors agree - which won't happen but I understand a committee could change it. Who is this committee made up of, and can local people create a committee? What should we say?

Councils make decisions not the public unfortunately. The committee would just be a group of councillors who have been given permission by full council to make certain decisions on behalf of the full council.

The only way to overturn a decision would be through the courts. But that would be expensive and you would have to show that the council had somehow acted unlawfully. From what you have said the only possible angle you could go for would be that they have breached some sort of disability legislation.

Your only real option is to try and get 8 new councillors elected onto the council who share your view.
