I'd start with the council. Ask them where the decision is recorded.

Are they having discussions on matters in private?( by email or in a smoke filled room?) and where are decisions made and on what topic. Is it a matter before the council or connected to council business? As far as I know people talking to each other whether councillors or not is still allowed under freedom of speech.
