You don't say what meeting this might be. Is it a staff appraisal in which case the clerk must attend. If it is a employment committee meeting then is the clerk normally attending to take minutes? Is it a working party meeting? Is it a normal agenda item at a PC meeting which is declared a closed session to discuss clerk contract?
Each would require stated and relevant justification for the clerk to leave.
