Our chair is sending emails from the Clerk's council email address - is this legal?

Got to ask the question, why?

The chair has no special powers other than as formally delegated or to chair a meeting and in some circumstances (particularly where there are civic functions) to represent the council at events etc.

I don't know! They have their own corporate email, but if they are sending emails it means they also have access to the inbox which could contain emails that should only be read by the Clerk. I wasn't sure if this infringes the GDPR rules.
