When a resident sents letter to the pc does the clerk have to redact the email address and there signatures

Unless there is express permission to pass on personal data to council members (or indeed anyone), then yes personal data should be redacted.

"It depends" is the answer to this one.  Is it a letter of complaint or compliment?  It is addressed to the council or the clerk?  Has the resident asked for confidentiality?  It is necessary to disclose the name of the resident for the purpose of the letter?

We get letters from residents to the council asking us if we can perhaps buy a dog poo bin etc so would this sort of letter need to redacted sometime we get complaints just asking due to a councillor asking why we should not no who the letter is from some councillors have asked the clerk who the letters come from and the clerk will not tell them

If its a request for a dog poo bin then there is no need for the council to have the details of the requester.  The same would apply to the complaint.  As Delboy's Wife says, permission has to be given to share this information, not the other way round.
