Why are there not rules governing the Parish Precept?

Please be more specific.  What "rules" are you expecting and to achieve what purpose?

For example the County Councils are only allowed to charge X amount per year if they go over they must get authority from HMG

Its not that they have to get permission but they have to hold a referendum.
However, parish and town councils are specifically excluded from that requirement by the Government through the Provisional Local Finance Statement which has confirmed this each year in recent years.

Thank you; so a Parish council can raise whatever charges it wishes? I have obtained some good information from Norfolk explaining some info on Parish and Town Precept, is there any Legislation I can look at?

Thank you I have seen previous but not the current version. What is clear is that Parish Councils are not restricted in anyway when setting the Parish Precept. In fact Parish Councils are really not under antibody's control. Yes there is the Monitoring Officer, however he/she has very little jurisdiction, there is an excellent article written by Dr Mark Sandford House of Commons Library date 15 Sep 2021 (attached for you)

In this day and age there really should be some form of control over Parish Finances. Aware of Transparency Act etc.
