There are two ways in which a resolution can be revisited. If there is a material change, for example if the item was a purchase or contract where the resolution indicated a particular price or budget, it might be brought back for review if the contractor selected is unable to deliver within a reasonable timescale or the price has increased between receipt of the quote and when the order is placed. The second option is usually within your standing orders which will indicate the procedure to be followed for a rescission of a resolution. The usual procedure (and yours may vary) should have involved the agenda item to rescind being clearly identified as such in the agenda. Yours doesn't appear to suggest that but lets be honest, it still might be the case. The final option might be simply that the "review" is actually a report on progress.
Agenda items should be clear exactly what decision is expected of councillors at the meeting but not every council's agenda and supporting papers are that clear (which is a whole different subject!).
