The TOR for one of our  committees provide for them to elect a chair .  Can anyone volunteer for the position or do they have to be proposed/seconded. Also do the nominated Cllrs have a vote or not  .  Could a tricky one this only 5 members .

All depends on your standing orders which should define such procedures. Nothing wrong with a councillor voting for themselves in such an election. Also best to have a written vote so as to minimise any annimosity over who sides with who on the council.

Quick search reveals little direction in LGA 1972 S15 or in LTN2 .  Para 8 of our SOs refers to nomination for appointments.  Would this include appointments of  Chairs?
Look in your standing orders regarding formation of committees and whether the pc appoints or elects the first chair or whether the councillors on the committee appoint the chair at their first meetin
