At a meeting 2 January to pass the minutes of the 5 December all the councillors that where at the 5 December meeting voted to have the sentence to request the clerk to write to the yarn bomber removed as this was not said at the meeting on the 5 December              
The clerk now wants a review the resolution by council to remove the sentence as she is saying we did request her to write to the yarn bombers . Can the clerk asks to do this or is she out of order?

The Clerk can ask ... its the council that decides.

Once Council has resolved to accept the minutes subject to removal of that item, then that is it.  Decision taken.

The council could set up a working group to review its policy on communication with yarn bombers and make recommendations to the forthcoming annual meeting. Alternatively, assuming the communication did not cause irreparable damage to the council, either financially or reputationally, rather than voting to change the minutes, members could have observed that they didn't recall the specific request, whereas the clerk did, so the minutes need not be altered.

The key facts, as I see them, are that the yarn bomber has received a communication that may or may not have been authorised by the council and you now have a disgruntled clerk who may decide to submit a grievance. As the old saying goes, pick battles that are big enough to matter, but small enough to win.

Just read the slcc advice notes on minutes once the minutes have been approved and signed no alterations can be allowed.  The minutes have been approved an signed by the chairman so not much the clerk can do. The minute did have an amendment removing the sentence the pc requested the clerk to write the yarn bambers
