The chairman has just found out that the clerk allowed another council to look through the records of the CCTV last August/ September what I am asking is it to late to confront the clerk now on this matter. Our cctv policy is access will be strictly limited to the clerk and the chairman of the council

No, if it has just come to light then the time to ask is now.

Do you have a CCTV / GDPR policy and does this 3rd party access contravene the existing regulations?

The first question is who did what with who and why.  Then it will be possible to determine if any contraventions have occurred which will inform the decision making on what to do about it.

Could be a GDPR contravention which has implications for the data subjects - they may need to be informed and a self-declaration of data breach submitted by PC to ICO.  If you get into that sort of territory then you are quite likely running a parallel disciplinary or restoring efficiency procedure.

There was a fight between two school boys on there way home one of the mothers came of to the office and ask to look at the cctv the clerk told her she couldn’t let her do that.The mother then asked a councillor to look for her which the clerk let her do the councillor then want to see the mother and told her what was on the CCTV we have a policy for the CCTV which I will have a good look at
I would also ask to see their privacy impact assessment for their CCTV system. Recording a playing field without due consideration for privacy and the recording of children is a big no no.
