Are retailers rates reduced on their shops if there are roadworks disrupting their trading and if so what would the reduction be?

I am far from an expert on this but you need to contact your rating authority who may be able to advise if you can claim a concession on the grounds of hardship or similar. Best not to get your hopes up though!
