Our Local cemetery is ran and looked after by my local parish council. I had a recent argument with a parish council staff member over parking within the cemetery. This quickly escalated and on realising this was getting out of hand I made the decision to leave the area and drive home. However, on leaving the cemetery the parish council staff member(I presume some kind of maintenance Guy) hit my car windscreen with a piece of wood which smashed it and needed to be replaced at the cost of 150 pounds. The police were involved and have recently informed me that no further action will be taken.

I have since e-mailed the parish asking them whether or not their employee was disciplined and what action was taken. They have informed me that they cannot discuss this matter as it is a private parish matter and they cannot even tell me the outcome of any investigation. I have also been told that to comply with GDPR (what ever that is) they are unable to provide any further information regarding this matter.

Any idea where I stand on this? I`m thinking of putting in a formal compliant but also unsure where to start.

You need if the first instance to make contact with the Monitor, your county council will guide you.

The monitoring officer deals with breaches of the code of conduct by councillors so wouldn't be interested in a complaint against a parish council.  Follow your parish council's formal complaints procedure which should be available via their website or at least available from the Clerk.
Disappointing that the police don't seem to be interested as surely this is a police matter?

Suggest you ask for a "Subject Access Request" under GDPR find out what your council has said or saying about you. If incorrect the Monitoring Officer is the Person to Contact
