The clerk has minuted that member’s requested the clerk to write to the yarn bombers ( one membe did ) there was no proposal due to it being item to report only but the clerk has written to the yarn bomber any way can the clerk just write letters when it was in items to report only and the council did not have a vote on this item

If the council made clear decisions it would not have to rely on the clerk second guessing its intentions (and sometimes getting it wrong).

I think the council just thought the clerk new that is was items to report only and not for resolution there was no vote
In this situation I would draw a line under what has happened (writing a letter is hardly a hanging offence) and use it as a learning experience for both clerk and council, and do better next time round.
