Is correspondence, email or otherwise for general public view?

Not necessarily in the first instance. Members of the council are elected to form a council. Part of the business of the council is to deal with correspondence. Clearly if a particular item of correspondence contains information which the public ought to have then they should be given it but that does not necessarily require the public viewing of the correspondence itself.

Nevertheless, the council's policy under the Freedom of Information Act may mean that the correspondence itself must be supplied.
