If someone who owns land that a Parish Council rents makes them an offer that would see them give up the tenancy to one part of the land but give them tenancy to another part of land with upgraded facilities

Can that information be requested to be made public via FOI or is it considered contractual and not free for public disclosure

The decision would need to be discussed at a meeting of the Council or one of its committees and I see no reason why this should not be a public discussion.

And there lies the problem, the Parish Council will not reveal the offer to the electors and are pushing a lets buy all the land with a vote under the threat of losing parts/all of it

Which was never in question

Somewhere along the line I am sure there is a DPI and not all the facts are known, but I should be able to ask under FOI for the offer
