Does all All info need to be made public at a Parish Meeting

Question

Our Parish Council wishes to buy a Church Hall and some associated land being put up for sale by the diocese.
The Diocese has offered to provide replacement facilities but the Parish Council has not made this public.

At a planned Parish Meeting to vote on buying a church hall & associated land do all proposals from both the seller (Diocese) and the Parish Council need to be made available to the parishoners' so that they can make an informed choice

Should the Diocese be invited to present their proposal

Harsh as this may sound, decisions made by the parish council are decisions by the parish council and not the public.  I'm not sure why or how there needs to be a public meeting (for example if a public works loan is being obtained to finance the purchase, consultation is a requirement but not necessarily a vote of approval as such) but that doesn't necessarily require a vote in support by the public.  Perhaps we need more information to help you with this one.
