Question - Is it normal to ask them to sign a non-disclosure agreement.
Answer - No.

Question Would it cover giving them a letter indemnifying them ... from legal wrong doing.
Answer (which amounts to another question) - in what circumstances would you enter into a formal agreement with someone to excuse them breaking the law?

If my Councils make me sign an NDA, I'll never be able to write my book!
can you allocate a chapter for me.
I think we should all work together on this bestseller. Let's start with a list of themes and each chuck a story into the pot!

If you wanted a NDA in place it is normal for that to be signed at the start of the relationship not at the end. You have no leverage to get them to sign it now. Unless they are getting paid off for not disclosing something.

I would hope any Council considering this idea has a full audit trail showing who voted for this idea and what legal advice was requested and given
