Should Full Council make a decision but is then 'called in' and then changed , who/who do you have the grievance with?

When you say called in, do you mean that the Council reconsidered its original decision at a subsequent meeting with a different outcome?

Yes - Councillors that weren't in attendance at the FC Meeting are now not happy with the decision the others councillors made?
Where do we go to override this decision?
If you are using the model standing orders, section 7 contains your rules relating to previous resolutions. You would not normally reconsider a previous motion within the six-month period unless new information has come to light requiring the matter to be reconsidered.

Absence from a meeting is not a valid reason to reconsider a decision at a later date. The Council (or its committee) has made a legitimate decision and all members are bound by that decision.
