Yes; minutes of parish council meetings are a public document and any member of the public has a right to see them at any reasonable time and for a copy upon paying a reasonable fee for copying etc.
The minutes should be published in some way, perhaps on the parish notice board, website etc.
Note however, that the minutes are not usually approved until the next meeting and so the minutes of the last meeting might still be in draft form and the council concerned might not publish draft minutes.
