There are policies and standing orders which are being broken for the simplest of not using a raised hand before speaking to being rude about other councillors - no repercussions.

With all due respect that is the domain of your chair. It is their job to ensure such things are adhered to at meetings- simple solution chair refuses to allow a councillor to speak if they don't adhere to the policy
