The PC I am a member of despite numerous reminders and a standing item on the agenda has not reviewed their Standing orders for 2 years and various other policy documents - are they in breech of proper operation of the council?

In breach of what exactly ( their standing orders?). It depends on whether they follow good governance or not. At its basic the council decides what their standing orders will be and when and how they should be reviewed. Nothing wrong with only reviewing them ever 3 years or every 6 months. It should be reflected in the needs of the council. A good set of standing orders should specify the required period or circumstances for review. Nothing wrong with changing a SO after a month if legal requirements, necessity or conditions change. The power is in the PC's hands
