For example a lot of councils operate a Part B section where the public are excluded to discuss certain items such as commercially sensitive contracts but eventually report what has occurred during any such sessions. Are there any circumstances where information would be completely withheld and if so what circumstances or examples?

We withold details of our Clerk's salary. We note that it was discussed, but there's no need to give the detail. Planning enforcement is another, we discuss in private session and note that the discussion took place, but no names or locations are given.

In a confidential session, the discussion is confidential but the decision is not.  So, in the case of staff salary, for example, the minutes might state that "staff salaries were discussed and the recommendation of the staffing committee were agreed".
