When a councillor has a declaration of interest and leaves the room for that agenda item

at the next meetings to approve the minutes do they approve the minutes except for the item of declaration of interest as they were not in the meeting at that time to approve the wording

As long as the majority agree the minutes are correct the point is academic
Personally unless I objected to something in the minutes I’d abstain as I wasn’t present throughout

Nothing in legislation states that those approving minutes must be present. Indeed aware of a number of councils where entire membership changed in May (but clearly minutes from April meeting still needed to be approved and duly were). On a practical level if every single member has an interest and leaves room at some point how would you ever actually approve the minutes (you cant really have 12 seperate motions approving 11/12 of the minutes). With proper tabled meeting papers & clear agendas etc you mitigate risk of endless disputes with draft minutes and as others have said in similar questions value in recording meeetings.
