When the Full Council delegates a function to one of its committees is that delegation total and absolute  or does the Full Council still retain the right carry out the function if it so wishes ?

Local Government Act 1972 section 101(4) states "Any arrangements made by a local authority or committee under this section for the discharge of any functions by a committee, sub-committee, officer or local authority shall not prevent the authority or committee by whom the arrangements are made from exercising those functions."

So yes full council still retains the rights to carry out the function themselves if they wish.
