Our Standing Orders (4d) state that, "the Council may appoint standing committees or other committees as may be necessary".  It is not clear what the difference is.

A standing committee which exists for an extended period time.  Its likely that a PC will appoint a finance committee which continues from one year to the next to the next etc etc.

Usually an "other" committee is set up for a specific purpose.  For example, if a PC is holding a festival in 2024, it might set up a Festival 24 committee which is disbanded after the event has taken place.

Should it be minuted that it is a 'standing' committee?  If it isn't minuted as such, would it be considered to be an 'other' committee?
I don't think that distinction is necessary.  The subject matter makes it obvious.  Using my examples, the finance committee needs to go on and on.  the festival 24 committee has an obvious end date.
