What implications of councillors donations, when not declared in finance and committee income/expenditure as gifts or monetary value dissolute transparency, and effect the Internal Auditors/JPAG reports. If said Councillor makes donations on a regular basis of examples, tickets or other items of value and more significant value offers that are unachievable to be matched,  should they be recorded in minutes.
