clerk interupting a presentation by a councillor

Question

as a councillor i was asked to make a short presentation to fellow councillors and the public concerning a village hall lease  during this presentation the clerk shouted out her opinion on a matter which is not supported by the evidence she did not ask the chair for permission to interrupt i feel she should have remained quiet or asked the chair to speak at the end  any thoughts ps we have written evidence that her comment was  wrong

The Chairman controls the meeting.

If the Clerk wished to speak, she should have signalled that wish to the chairman in the usual way.  The Chairman should always allow the clerk to give their advice so that councillors have the full picture.

As a clerk, I stuck to giving advice, not opinion.

During the debate on a motion, a councillor may interrupt only on a point of order or a personal explanation and the councillor who was interrupted shall stop speaking. A councillor raising a point of order shall identify the standing order which he/she/they considers has been breached or specify the other irregularity in the proceedings of the meeting he/she/they is concerned by. 

There is no mechanism within MSOs which allows a clerk to (properly) interrupt a Cllr whilst they are speaking nor to contribute directly to the discussion at hand (unless specifically invited by the chair to do so.)

Clerk is there to provide advice, via the chair, to the meeting.  They are not there to contribute directly to the discussion whiter that be advice or opinion.
