4 councillors present. The item was a request for the PC to hold a public meeting. It was debated and the minutes record 3 councillors supported the item. However, the chair did not ask for the item to be proposed, seconded or voted on. When it was pointed out that the minutes did not record the item as agreed the chair side stepped the issue saying that the decision depended on more information being provided. Yet there was general consensus for the item. Does this need to be debated again correctly or just the previous consensus to be ractified?

Whilst I'm all in favour of a degree of informality in meetings, poor chairmanship means it can be difficult to see what's been agreed or not.  I favour the chair (or at least someone) summing up each agenda item with what has been agreed, rejected or is subject to further discussion so everyone is clear what you've actually done.   Clearly this didn't happen in your case so I'd suggest proposing another agenda item at the next meeting to agree the practical arrangements for the public meeting that was, apparently, agreed in principle.

Complete agree also in many cases there should be a deadline or a report back time
