Can an inquorate parish council (only 2 members after the recent election ) comment on planning applications .

They do not have a scheme of delegation to the Clerk .

With no scheme of delegation I'd say no but of course individuals can comment directly to the planning authority in their own name.

Parish councils can only agree to comment on planning applications in properly called council or committee meetings which the public can attend. The comments agreed in the council meeting are submitted in writing by the parish clerk to the relevant planning authority.

Consequently, standing orders should say that if a council or committee meeting is or becomes inquorate, no business shall be transacted and the meeting shall be closed.
