While in a state of no governing quorate council, staff are still able to contact previous councillors for advice.

Where could this potentially go wrong, also no full time Clerk currently.

Are you saying that the number of councillors elected this month fell below the number required for a quorum?

Correct, although since has had a election process to fulfil the vacancies and now quorate, uncontested.
It is disappointing to learn that the previous cohort that originally had resigned `technically` have returned via a second ballot, it seems it was an elaborate scheme for them to declare themselves as saviours of the council.
That's very quick. Did your principal authority's Elections Officer oversee the process for the second ballot?
Yes, as the second ballot was declared after a short period with due process.
