Does a ward councillor who attends a parish council in their ward,but are not on the parish council, need to state they have a conflict of interest at the meeting if this is the case. The usual attend the parish council meetings I. Their capacity as ward councillor.

I would suggest that as an attendee at the meeting their presence is normally to impart information ( or report information from LA ) to the council and this is normally done in the public session. As they do not take part in the PC meeting then no declaration of interest( other than any politician with integrity would declare as relevant) is required.
