Our parish council are to grant a new lease as trustees to the village hall management commitee
two councilors have partners  that are on the village hall management commitee
would this preclude them from having a vote on the proposed lease  or even be able to comment on it   i would add this is a pepercorn rent of £1 per annum  for 40 years

My opinion is that they don't have a pecuniary interest so would not need to leave the room. Morally, it is up to them but I don't consider it necessary.

this is very helpfull as you can guess i was appointed just this month so this learning curve seems like a cliff face at times

All that is needed is a declaration of interest to be made & recorded so that discussion can be viewed in the light. It comes under the Nolan requirement of "integrity".
