At a recent Parish Council meeting I attended the Chair ignored the agenda and said they liked dealing with things informally. The other councillors present and the clerk kept having to remind the Chair about the agenda as there was no attempt to ask for apologies or declarations of interest or ask for proposers, seconders and votes. The agenda was followed eventually.
Is this OK? What can we do if it happens again?

Is this a newly elected chair?
If yes, why did everyone vote for them to be chair?

If no, you must have a chair election soon, don’t vote for this one to be returned.

No! and what was the clerk doing when they should be quietly having a word in the chairs ear regarding following the agenda

The councillors need to sort it out themselves.  The clerk does not appoint the chair!

Maybe a plethora of points of order?
