Scheme of delegation to the parish clerk

The internal auditor has advised has to put in place scheme of delegation to the clerk do any other pc do this or advise this

There should be delegations to staff and committees set out in terms of reference at what ever level thought appropriate by the PC and supported by a resolution of the PC.

There should be some form of formalisation of roles and responsibilities simply so that staff and Cllrs are aware, empowered and restricted to stated parameters.

Its a bit of an odd recommendation from an IA the terms of their reference are defined by the JPAG (starting at p26) https://www.nalc.gov.uk/library/our-work/jpag/3859-practitioners-guide-2023/file

Is that presented as a measure of the assumed professional competence or the opposite?

Genuinely difficult to know.
The ALC for my area was still endorsing and recommending an iA even after there professional competence had been systemically exposed as inadequate.
And NALC is still using Jackie Bloody Weaver as some sort of pseudo Z list celeb. No need to expand on that….

The JPAG guidance is the model standard after all.

I will just add that the chair man has already gone back to the auditor due to them not filling in the internal auditor report correctly
