How do you calculate a quorum in a council/committee of 11

One third or 3 whichever is highest.

So for a council of 11 one third = 3.66. You must have at least this number so you round up to 4.

4 is higher than 3, so you need 4 councillors to be quorate (unless you have a standing order that sets a higher figure)
