Am I correct in assuming that the LA is rumoured to now be insisting that Parish Councils adopt the latest code of conduct from NALC in its entirety? If true then by what power can they do so?

I don't believe they can insist as parish councils are able to amend the Code of Conduct to suit their needs but I believe principal authorities prefer a standardised code of conduct so that the monitoring officer can be familiar with the terms.  There's no obligation to take that advice/request but there is a requirement to adopt a code of conduct of some sort which is consistent with the requirements of the Act.

It would be silly if every Parish /  Town Council had their own Code of Conduct I don’t see a problem with this request so all Councillors in a particular Borough are judged by the same standards
