Weather a councillor or non councillor with voting rights left the meeting when matters that they held interests in were being considered
If a councillor does not leave should the clerk note In the minutes that the councillor did not leave other councillors leave and the clerk notes the time they leave and return
Put for the one councillor who will not leave the meeting the clerk does not report anything in the minutes about weather he has left or not

I found your question hard to follow but I think the answer is that the minutes should show when a Councillor left the meeting and when they re entered and why  if someone didn’t leave there’s nothing to record

No need to record someone NOT doing something. Where would that stop? Only record when Councillors leave a meeting.
