Election years are always difficult but if you know one of your signatories is stepping down, you'll need to take steps to arrange a replacement. As soon as you know if you have a contested election you can start to make arrangements as you will need the existing signatory to sign the relevant forms with the bank anyway. You should, of course, have two councillors authorising payments (some have more!) and it is usual for the person who sets up the payment to be the RFO and/or Clerk with the person who sets up the payments on the bank being unable to authorise.
