Good afternoon

Our clerk is currently undertaking CILCA and should be completed by end of this year.  Once he qualifies can we apply for GPC or do we have to wait to next election   ?

All our councillors are standing for election this year.    May 23
If some of these elected councillors leave the PC and we co-opt councillors how will we stand if we decrease to less than 2rds elected

Once the Clerk has qualified you can resolve to adopt the GPC in the next Full Council meeting following - you don't have to wait for 4 years.  If you decrease to less than 2/3rds elected, then you cant adopt GPC.  Both have to be in place at the point of the resolution.

You don't have to wait until the next election. You just need to decide that you meet the requirements of GPC at a full meeting of council.

If you drop down to below 2 thirds then you will not meet the eligibility criteria so you will not be able to ahead with GPC. Then you would have to wait until the next election.

If you had already declared GPC and elected councillors left to push you below the 2/3 limit then you would retain the GPC until the next annual meeting.
